Thread some cottonballs on nylon thread with a needle. Add a little drop of glue under the cottonballs to stop them slipping. (On the photo I used the cotton as it comes out of the pack and white thread to show it properly, but usually I roll tiny balls out of the cotton.) This could hang on the tree or on the windows.
